The phrase is not regulated

Start with the part that is not in dispute. Reef safe, reef friendly and ocean safe are not defined in UK law, are not covered by a recognised certification scheme, and are not backed by an agreed test method. There is no body a manufacturer applies to, no standard to meet, and no independent audit of the claim.

General consumer protection rules do require claims to be truthful and not misleading, so a manufacturer cannot state an outright falsehood. But without a definition, the phrase is close to unfalsifiable. A product carrying it may have been reformulated with genuine care, or it may simply be a bottle with a coral picture on it. Nothing on the pack distinguishes the two.

This is not an argument that the underlying concern is invented. It is an argument that the label is doing no work, and that a shopper who wants to act on the concern has to read the filter list.

What the research actually shows

The scientific interest began with laboratory studies reporting that certain organic UV filters, particularly benzophenone-3 and ethylhexyl methoxycinnamate, could induce bleaching in coral and affect coral larvae at measured concentrations. Later work extended the picture to effects on other marine organisms, including some fish and invertebrates.

The counter argument, made by other researchers, concerns environmental relevance. Much of the laboratory evidence used concentrations higher than those typically measured in open water, and in enclosed conditions that do not resemble a reef. Coral reefs face a set of documented pressures, including rising sea temperatures, ocean acidification, agricultural run off, sewage discharge, overfishing and physical damage, that are large and well characterised. Against those, the contribution from sunscreen is likely modest at reef scale, though it may be locally significant at heavily used sites where thousands of swimmers enter a small enclosed bay each day.

Both positions can be held at once, and the sensible reading is that sunscreen is a real but small and highly localised factor rather than a primary driver of reef decline. That conclusion does not make the concern trivial. It does mean that a shopper choosing a filter is making a small marginal contribution rather than solving a crisis.

Destinations with actual rules

Several places have moved from debate to legislation, and these rules are enforceable regardless of what any label says.

Hawaii introduced a ban on the sale of sunscreens containing benzophenone-3 and ethylhexyl methoxycinnamate. Palau went considerably further, prohibiting a longer list of filters and preservatives. Bonaire, parts of the United States Virgin Islands and Key West have introduced their own restrictions, and several marine parks in Thailand and Mexico restrict sunscreen use in protected areas entirely.

The practical advice is unambiguous. If you are travelling to a destination with rules, check them before you pack, and buy locally if in doubt. Carrying a prohibited product to a protected marine site is a problem whether or not you agree with the science behind the rule.

The mineral assumption

The most common consumer response is to switch to a mineral sunscreen on the assumption that minerals are inherently benign. This is more complicated than it appears.

Zinc oxide and titanium dioxide are not on the restricted lists in the destinations mentioned above, which is a real advantage for compliance. But mineral filters are not inert in seawater either, and nano forms in particular have been studied for effects on marine microorganisms. Mineral is the better choice where a legal restriction applies. It is not a guarantee of zero environmental effect, and any claim that it is goes beyond the evidence.

What a reasonable person can do

  • Check destination rules before you travel. This is the only part of the question with a definite answer.
  • Read the filter list rather than the front of the pack. If avoiding benzophenone-3 and ethylhexyl methoxycinnamate matters to you, they are declared by name.
  • Cover up rather than coat up. A rash vest reduces the sunscreen entering the water more than any reformulation does, and it protects better than a thin film of anything.
  • Apply well before swimming. A film that has set transfers less into the water than one applied at the water's edge.

Reef safe on a UK pack tells you nothing verifiable. It is not a lie, because it cannot be tested; it is simply empty as a purchasing signal. The information that means something is the destination's legal position and the filter list on the back, in that order.
